Louis Ochoa is a Deputy Director of NCIS. He is the Successor to EAD Shay Mosley following the Off-The-Books Mexico Mission (Unsanctioned) and is put Temporarily in Charge of the Office of Special Projects (OSP) Located in Los Angeles, California.

In Season Ten, Hollace Kilbride Introduces The OSP Team to NCIS Deputy Director Ochoa. Ochoa comes to the Office of Special Projects to Determine whether or not The OSP Team should be Disbanded and for the Duration of that Time he is put Temporarily in Charge. He also brings in a Special Prosecutor from the DOJ Named John Rogers to Investigate the Events that Occurred in Mexico. Even though Ochoa brought Rogers in to Investigate he’s still quick to Protect His Team by Telling his People that they don’t have to Answer Certain Questions.
